My computer experiences sluggish performance when running specific programs.

I recently assembled my own computer, and it's exhibiting some significant issues. The machine frequently freezes and operates at a sluggish pace when running specific programs, particularly Steam, where I’m unable to download games or use the system at all. Attempting to open my web browser is also unsuccessful, even a simple Task Manager launch proves difficult. However, the system returns to normal functionality once the Steam client is closed. I suspect the issue stems from my 4 terabyte hard drive being used for both the operating system and installed software, and that installing my system on a solid-state drive alongside an additional hard drive for game storage would resolve these problems.

I’m currently employing a Seagate Barracuda 4 terabyte hard drive.
I recently verified that it’s operating at a full capacity during a download, suggesting that there is currently no additional storage available on this drive. The displayed free space remains at 3.06 TB.
Do you know if any drivers need to be installed for it, or is it perhaps a faulty drive?
