Hey, I've plugged in both of those PCIs, but it's still acting up exactly like before. Let's take my next move carefully as you suggested and see what happens. You also got some cool benchmarks from the replies on that attachment.

I already finished all the steps listed above. Now I am here at this line: Microsoft Windows [Version 10.0.22000.978] © Microsoft Corporation. All rights reserved. C:\Windows\system32>chkdsk /x /f /r The type of the file system is NTFS. Cannot lock current drive. Chkdsk cannot run because the volume is in use by another process. Would you like to schedule this volume to be checked the next time the system restarts? (Y/N) Y This volume will be checked the next time the system restarts. C:\Windows\system32>sfc /scannow Beginning system scan. This process will take some time. Beginning verification phase of system scan. Verification 100% complete. Windows Resource Protection did not find any integrity violations. C:\Windows\system32> for the cmd prompt. I am going to do one last install so that volume gets checked.

It's a restart, not an install.

The thing that stands out is your RAM is running at 2133MHz instead of 3200MHz. This can slow down things like games. You have to go into the BIOS and turn on XMP, then pick a 3200MHz setting.

The game ran worse than before when I fixed what Koekieezz told me to do. Even after turning on XMP set to 3200 MHz and the benchmark looked better initially, it's still running really slow. I'd never tried those fixes in the first place, but I'm confused why this PC is behaving so badly now.

So my suggestions steps are okay but still stuttering? Go to BIOS and make sure Precision Boost or Precision Boost Overdrive is turned on, then save and exit. Now boot into Windows and go to Power Plan. Choose AMD Ryzen Balanced Power Plan. Edit the settings under Advanced power options. Find Processor Power Management and set Minimum Processor State to 1% and Maximum Power State to 100%. Also make System cooling Policy active. Click OK and save these changes. Next, open Nvidia Control Panel and change these settings: Threaded Optimization needs to be On, Quality should be Max Performance, Power Management should be Adaptive (not optimize or other), MFAA needs to be Enable OpenGL, My GPU is your 1070, Low Latency Mode should be ON (on is better for me than ultra on fps games). Then try this: search regedit and go here to Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager\Memory Management. Find SecondLevelDataCache and enter 8192 (enter the number in decimal, not hex) then right click it and make dword 32 bit so name it FirstLevelDataCache and enter 1024 again in decimal. Right click that one more time to make dword 32 bit and name it ThirdLevelDataCache and enter 65536 in decimal. Check if the number inside the word cage is the same for all three values. If everything looks good (probably take a screenshot here if you aren't sure), then reboot and check regedit again to see if the value stayed the same as before. Maybe try those settings and see what happens. Run UBM benchmark once more and share the results here. Oh also did you enable Above 4G Decode and Resizable Bar right? If so, could you share a gpuz screenshot here?

Hey, I'm going to test all of this once I come home today from work. I also turned on the 4G decoder and the resizable slider. I will send you both later!

Don't pick "adaptive" for your power settings. That setting can make your computer speed up and slow down a lot when your battery level changes. It's also bad if you use it on Windows. Just set it to "high performance," which means the PC will stay fast, instead of using adaptive or balanced options.

Yeah, you can check the power settings in Windows Power Options to see if they work best with adaptive or optimal plans. For Ryzen processors, the AMD Ryzen balanced power plan works well, especially after updating your latest chipset drivers.
