I think you didn't save your songs on iTunes. Sometimes it doesn't display your iCloud music. You can try restarting iTunes three or four times, or visit the Apple support page at the link provided. If that doesn't work, reach out to iTunes support—they were very helpful for me. It might take a day for them to get back to you.
