The system requires a host clock and a CPU multiplyer during OC because these components manage timing precision and conversion between different signal levels. Since they change things differently, various approaches work. Multiplier OCs only affect the processor, while FS/BCLK can also control other components such as the chipset, PCIe, RAM, etc. You can choose just one method, but some BIOSes offer settings that automatically adjust both values for optimal stability and performance. My preferred method is to start with the multiplier to determine CPU and voltage limits, then tweak FSB/BCLK for better performance of other parts.
