Your PCIe 4.0 device should turn on automatically when initializing after a CMOS reset. The system usually sets a general setting that works with most hardware, which might be why it's turned off by default. Try disconnecting all PCIe devices to check if the issue persists.
The only factor that ensures PCIe 4.0 is the GPU. After deleting and reinstalling the CPU, this option comes back with a BIOS reset. Right now, it activates in two ways: 1. Clearing CMOS 2. Deleting and reinstalling the CPU. Updating the BIOS doesn’t trigger it again. It seems like a BIOS-related problem.
