I've tested BIOS, Speedfan, and Hwmonitor, but the fans keep running at full speed.

Are the supporters updated with their profiles? Have you experimented with a dedicated hardware fan controller?

I possess a single akasa venom and two AeroCool AV12025 units. The latter came with the case, which had wiring problems—specifically, the fan controllers failed, and we couldn't return it quickly because of time constraints. Additionally, I lack experience with this setup, though I've heard about recent BIOS updates being quite challenging.

Additionally, there isn't a fan control setting in the BIOS. That means I might have to install a BIOS update.

It seems the search results are pointing to the product support page for that board. There should be a control software available in the utility section. I think the Win 8.1 64 version should function properly with Windows 10.
