You've got a great setup with your Ryzen 5 3600, RTX2080, and MSI X570. It seems like your system is already running smoothly for basic tasks, which is good. Since you're having trouble getting into BIOS for overclocking, try checking the power settings in BIOS to ensure they're not limiting performance. If the issue persists, consider updating your drivers or consulting the manufacturer's support resources.

Settings > Update & Security > Recovery > Advanced Startup – From now on, your PC will restart and you’ll see a few choices. I believe it was ‘Advanced Options’ followed by something containing ‘UEFI’. Or you might attempt a different keyboard if feasible.

Advanced startup functioned properly, thank you both for your assistance. Now it's running at 4 GHz and 3200 MHz.
