You configure the C3 setting on your MSCI Mag Board by adjusting it in the BIOS/UEFI settings. Since you disabled it on your ASRock B460M Pro, you’ll need to re-enable C3 on the new board. The C3 option lets the CPU reach up to 4.3GHz temporarily, but leaving it off will prevent that boost.

It seems you're unsure about your request. C3 is designated for sleep mode to conserve energy. Could you clarify your goals? You turned off other Cx states for that reason.

C3 provides a 0.4ghz increase from the 4.0ghz baseline, which reduces overall speed but enables the CPU to reach a short 4.4ghz for certain tasks. Previously, this setting was turned off.

On a B460M or B560M board, the core C states need to be activated for proper Intel Turbo Boost. Either C3, C6 or C7 must be turned on so the CPU can operate at peak performance under light load. @Elite Knight check the BIOS for available options to enable these states. Ensure the BIOS is up to date, as older versions may have C state problems. When idle, the ThrottleStop C window displays 0.0 for core C3, C6 and C7. Your cores maintain over 99% efficiency in C7. Press the >> button and capture a screenshot of the full C states window. Certain Windows configurations can also hinder correct C state functionality.
