Begin the setup without any RAM installed, verify fan operation. This board should accommodate the initial AM4 model. Consider switching to another RAM port. If issues persist, attempt a RAM module rated at 2.133 GHz; the exact capacity doesn't matter as long as its maximum speed reaches 2.133 GHz.

I changed two power supplies to an 8-pin connector, each reaching 650 watts, neither had problems, yet the fans didn’t spin.
