Don't buy it. The 9590 is likely the worst consumer CPU since some late Pentium 4s. It's hot, unstable, and doesn't really do anything impressive unless you manage it well. A Ryzen or Kaby Lake would be a smarter investment.

I don’t have any suggestion for a 9590 with cooling and power only “maintained” without further details. I’m unsure if it’s properly maintained, so I can’t advise on anything that might be risky.

I understand you wanted an MSI model, but the only MSI AM3+ compatible with a 220W MB in standard retail is limited to a 6+2 phase board. That’s not ideal. The Asus option supports 8+2 phases, which is crucial for this CPU. Also, an MSI GPU will perform similarly across any motherboard—differences lie in cooling, overclocking support, software tools, and after-sales service.
