I set up my new gaming machine but haven’t transferred the 2TB game HDD yet (it remains on my old system). When I move it, I need to ensure Steam recognizes the games.

In the lower left area of steam, you should find an option to "Add Game" or something comparable, and from there you can navigate to our Steam page and enter the details. Personally, I prefer clearing everything and starting fresh.

Choose the folder on the 2TB storage as your game library, and it will handle it automatically—did it work for you?

I possess additional data beyond my games on the 2TB storage, which means I can't simply erase it.

Rename the SteamAPPS folder to GAMES. Uninstall Steam on that drive while keeping the games folder intact. Reinstall Steam in the new location, using Steam to set the original directory as your game library path. Done. Watch a tutorial if you need guidance.
