He has a full GTA V experience on his PS4, and you're looking to move it to your PC. If done correctly, you should be able to play it separately afterward. The PS4 account won't be permanently removed once transferred.

You're asking about playing separately—whether someone can use their PS4 while another plays on PC. For GTA Online, I believe you're right to doubt it without personal testing. Also, your PS4 account won't be removed.

It's unlikely to move an account from PS4 to PC, especially across generations. The PS4 account would likely be lost if you tried. Be careful—this transfer is a one-time process and only shows your character on PC after the switch. Consider your options before proceeding.

I haven't checked whether running GTA Online on both my console and PC simultaneously works. I only have an X360, but you might want to try it yourself.

I haven't fully understood why you believe it won't work from next gen to PC. It might have been designed for older systems, but you could give it a shot.

I moved from my 360 to PC without issues and was able to play on both. Remember that once you switch to PC, any changes you make to the save on the PC will remain there and won’t affect your original save on the 360. I hope this helps. You might also consider upgrading to a next-gen model on PC—just search for it online.

It's possible, I moved from PS3 to PS4, then to PC, and my PS4 online character remains active, though her advancement has halted. If I play on the PS4 now, my online status matches what I had when I first got it for GTA V.
