You can move the files from the faulty USB to a more reliable one, but the new USB won’t automatically become bootable. You’ll need to create a bootable ISO from the good USB and then transfer the files onto it. Simply copying files from a bad USB won’t make the good USB functional.

The process doesn't function this way since the boot sector resides within the filesystem rather than being a standalone file.
