Consider transferring the file to your SSD and updating the path in Steam, or better yet, remove GTA V from your main drive and reinstall it there.

Assume Steam is already on the SSD but you placed it elsewhere. Simply stop Steam, then copy the Steam apps folder and appmanifest files to your Steam directory. After that start Steam. If you leave the appmanifest file in place, it won't be able to find them, as I discovered from previous experience.

Transfer the folder to your SSD, remove the game from Steam, proceed with installation. When prompted, point it to install on your SSD (the location where you uploaded the files). The game will recognize it as already installed and bypass the download. EDIT: or continue with the next step provided.
