You have the games in the F:/ folder on Steam, and you need to transfer them to C:/ Steam. Simply move the game file from F to C, then click Install there. If the files were originally in F and now go to C, installing on C will automatically detect existing files and everything should work properly.
You're thinking about relocating them to an SSD or adjusting their installation spot. To update their installation location, check your downloads settings or settings menu for your region.
