Steam should remain in its current location, D:/Program Files (x86)/Steam, while relocating all game files to D:/Games. Keep the Steam folder intact.

Start with Steam, tap the "Steam" icon in the top left. Go to "Settings," then "Downloads." Choose "Steam Library Folders" and add your library. Pick the folder (D:\) or the one named Games). Create a new folder if needed, or use the existing one and click "Ok." From there, you can tell games to install directly into that location.

That's straightforward. Simply switch directories during game installation.
