I recently received a prebuilt from IBP with a 2TB M.2 drive running Windows 11. My previous system booted from a 1TB HDD. I need to move all my data to the new drive. What’s the safest method? Should I keep my old drivers and transfer everything, or is there a risk because the HDD still has Windows 10 installed? Can I simply connect the old HDD to the new PC with a SATA cable and copy the files over? I have no prior experience with this process.

Check the label on the drive or its packaging to determine if it's a 3.5" or 2.5" hard drive.

You can install a separate housing and move your data there. Alternatively, I’d assume you can connect your hard drive directly to the PC while keeping the SSD available for startup.
