Seems you haven’t explored every fix yet, but when you’re stuck untapping the mouse, there are plenty of possible solutions and ideas to try. Basic or generic methods are common, though a truly unusual but simple trick might exist. Thanks ahead!

mouse is fine, just the wheel function has been hacked, picked up from website/avg flagged but hit the wheel instantly. Untrip mouse meaning either bugged or to what messed with it. Figure uninstall, but never uninstalled mouse; google results show it will reinstall on restart/would rather get confirmation before mess the mouse up even worse than is basically.

Instead of visiting a site, the average person got the bug or virus. But right after moving the mouse wheel it stopped working completely. So yes, they likely tricked it. They fixed it by removing the mouse from the device manager and also by using a different mouse when restarting.
