I've been trying to understand this problem and it's been a bit confusing. My system is powerful: an Intel Core i9 10980 CPU with water cooling, an Asus Rog Strix RTX 3090 with cooling on both sides, 128GB of DDR4 RAM from Corsair Vengeance Pro 3200, and a Samsung SSD with three 3 Pro 980's. I also have an Asus Rog Rampage VI Extreme with a 360 and 240 radiator and Lian-li SL-Infinity fans. Overall, it seems to be running smoothly unless I switch to Windows 11. Recently, I moved from Windows 10 to Windows 11, and now I'm experiencing lag and stuttering, especially with my mouse and games that worked fine before. I've delayed switching back to Windows 10, hoping to figure out if this is related to the Windows update KB5041585 or something else entirely. Even after removing that update, the issues persist. I've noticed that if I leave the mouse cursor idle, it sometimes displays a circular indicator, which seems to be the cause of my performance problems. My CPU and GPU temperatures stay around 29-30°C, rarely exceeding that even during gaming. I don't have many programs running—mainly Office, Steam, and L-Connect for fan control. I use built-in security software and no third-party antivirus. I don't want to start over with Windows 10, but if I must, it's frustrating. My CPU usage is only about 2%, and my GPU temps are consistently low. I'm really puzzled and would appreciate any advice or suggestions. Thanks.

Have you upgraded or performed a fresh installation? This is typical for upgrades to encounter problems, so a clean install is advised.
