It seems another background program is affecting the display. I’d investigate further or perform a clean install of Windows 10 to reset things. The cursor in Windows appears from an alternate, non-interactive layer unless the trail feature is turned on, which prevents Windows Night Light and F.Lux from altering it.

Consider writing a login script to add mouse traces. Sounds unnecessary.
