Consider switching cables. The Ethernet port might be limited to 30MB/s.

I checked the identical cable on the laptop and achieved speeds over 500MB/s.

I also verified the Ethernet port shows 1GB, yet my speed test only returns 15mbps.

Update the chipset drivers and install the latest firmware and BIOS. Test everything afterward.
