This seems to suggest confusion about network control. An ISP doesn't influence VPN or proxy usage, and it doesn't determine LAN IP addresses. They only affect IPs accessed through the WAN connection.

The policy refers to WAN connections only, excluding local LAN connections. Yes, VPNs are considered part of the LAN side.

Your ISP doesn't control the IP address assigned by a VPN. That clause in the terms isn't applicable to proxies or VPNs. It only matters if you manually set a fixed IP on your modem's WAN port.
