Received a second-hand Dell screen and adjusted the power-saving setting to always off. It appears as a monitor in display settings but won’t function properly.

What type of connection and cable are you employing? Verify with your HDMI if it's a Redmere cable and ensure the right end is connected. If reversed, Windows can recognize the display, but the signal won't reach the monitor. This issue often occurs in professional settings.

You're seeing the monitor appear in the NVDIA control panel, but it's only entering sleep mode.
