I’ll start with a fresh setup of Skyrim since it’s full of outdated or problematic mods and often crashes. Thanks for all the support! It’s great to hear that PC fans are helping each other out!

Sure, remove all your files related to documents, games, Skyrim settings, and back up or rename your save folder. Start fresh and avoid any old saves with quest mods or state-tracking features.

I’m not certain about the version, but it seems like the game might have been created with Instagram filters applied. Does that make sense?

Yeah start fresh. reduces the chance of any issues. It's up to you if you want to use the special edition or not. I really doesn't look much different but it is more stable. That said the main downside is that the mods are lacking since most of them had to get re-made. There is also no SKSE yet since the current 32bit version is incompatible. That's what exposes a lot of new APIs for modders to write more complex scripts with.

I stick with the standard one but the special edition is 64-bit which makes it more suitable for modifications. There’s no difference, just use the special editions as long as they have all the same updates. I only worked on the regular version, so I can’t confirm. I never tried the special edition because of my progress in the normal version.

Sure, I've invested around 36 hours in this game and I'm not keen on starting from scratch. However, I feel it's time to give it a fresh start since most quests are repetitive.
