You won't face consequences for modding SP and many mods will remain safe if installed and online. However, I wouldn't take the risk—especially with a trainer available. I'm not claiming I've played with mods such as the portal gun, RP, texture, or graphical enhancements. However, spawn menus and similar features could lead to bans. To stay safe, avoid going online with mods. But if it's just graphical impression mods, they're completely fine for online use. Rockstar used to ban any mod used online, but now I think they might only blacklist certain actions or items like giving yourself money or ammo through a trainer.
