I've almost finished the single-player mode in GTA 5. Regarding GTA Mods on SP, they’re generally permitted as long as you’re not online. You won't face consequences for modding SP and many mods will remain safe if installed and online. However, I wouldn't take the risk—especially with a trainer available. Singleplayer is safe with any mod, but it might deter buyers. It's better to allow modding in singleplayer rather than banning it entirely.

Thanks for the sites! If you have mods enabled and visit online, will you be blocked? Would it be possible to never play online with mods active?

I'm not claiming I've played with mods such as the portal gun, RP, texture, or graphical enhancements. However, spawn menus and similar features could lead to bans. To stay safe, avoid going online with mods. But if it's just graphical impression mods, they're completely fine for online use. Rockstar used to ban any mod used online, but now I think they might only blacklist certain actions or items like giving yourself money or ammo through a trainer.

I possess two save files on my hard drive, and I frequently relocate them whenever I switch between online and modded modes. The process demands significant storage space, yet it doesn’t take any time to move the folders since they’re on the same drive. Steam automatically picks up whatever game is in the Steam folder. There’s a mod organizer (I’m not sure of its exact name) that lets you turn off mods for specific games, but only certain ones, so I keep them in separate folders to prevent getting banned.
