Dust might be the cause, but not in this severe way. It's worth trying, and you should observe whether the CPU fans are rotating or not while you work inside, plus if the pump is making noise if it's an AIO. A picture of the setup would help too, so we can clearly identify the hardware (the product page where you purchased the prebuilt model would also be helpful).

I'm trying to understand how to check the pumps. It seems unclear, but the lower wire is moving while the upper one feels no movement. I've marked the position for clarity; the upper one doesn't respond. If this matches what's expected, please confirm.

Hi! Your HDMI cable isn't connected to your GPU. It seems your computer is using the built-in graphics card on your CPU while playing games, rather than the dedicated RTX 3090. This could explain the poor performance. Have you moved your PC recently? You can check in Task Manager by right-clicking the taskbar and selecting Task Manager, then Performance. When this issue occurred, I had two GPUs instead of one. One would be your main graphics card (RTX 3090) and the other an Intel UHD. If this matches, try these steps: 1) Shut down your PC 2) Disconnect the HDMI cable 3) Connect it to the correct port on your GPU. Let me know if this helps! Good luck!

Typically when the pump is active you should notice some movement or sensation in both tubes. Most AIOs have the pump built into the CPU block, so you might feel it too—either by hearing or by touch. Based on what I understand, these liquid coolers usually stop working in two ways: - they become blocked by debris that accumulates over time (due to production material problems), which gradually reduces water flow. Eventually no water reaches the cooler part of the CPU. - the pump fails completely. Excessive CPU temperatures and spinning fans would signal the AIO is malfunctioning. You should reach out to the seller or manufacturer and request a return, or replace it yourself with a different cooler. The only other possibility I can think of right now is poor connection between the cooler and the CPU, but this would be obvious from the start.

That was your initial error. If you proceed in that rough way, you'll likely require a complete Windows reinstall.
