It won't boot from usb it doesn't have any os installed it is fully wiped , and i can't install any os on it need help , I've been trying everything on different forums , even YouTube and couldn't find a fix, it turns on while the usb is in but it loads surface logo sometimes red or black background and boots into bios , it has a 2015 bios on it

Set boot priority to USB first, then the remaining devices. It seems it's stuck on network boot.

how do i do it because i click it and it only allows me to choose ssd or the network>usb>ssd bit i cant change the order , unless there a way to do it

I located the model Microsoft Surface 1645 as described on the stand. It only accesses the BIOS and doesn’t boot to USB.
