Unless you obtain the board at no cost, it's best to invest in a current CPU and motherboard. Some Ivy Bridge models already support PCI-E 3.0, but upgrading later might be more practical.

This question as written makes no sense and is impossible to answer. What are the system specs you are considering upgrading from? What is the CPU going to potentially bottleneck? The GPU you mention wanting to upgrade but don't specify?

I made a mistake in not considering everything carefully. My laptop is a Dell XPS 8500 with 3770 GB of 16 GB DDR3 RAM at 1600 MHz across all four slots. It’s now in a new case and connected to a GTX 960. Should I upgrade the motherboard, or will a more powerful GPU suffice?

You have a Z-series motherboard with an overclocked CPU. It runs smoothly at quiet volumes. My setup is a Z board, 16GB RAM, a non-K 3770, and an EVGA 1080Ti FTW3. It handles most games at 1440p with around 150fps. Getting the stable overclock took some time.
