Hello, after replacing your CPU and motherboard, you’ll need to reinstall Windows. Since you have the OEM version of Windows 10 Home, you won’t require a new key to boot unless you’ve changed the installation method. You’ll likely need to download the Windows installation media from the flash drive and follow the setup instructions there.

The simplest method is to link the key to your MS account. You can use the same external drive, but activation will be lost. The key might not function properly if it's an OEM product. Logging in with your MS account should work unless the key is from a corporation or similar source.
