Your information might not be current for the 13th generation, we can't access the bios since you haven't provided any output—so it could be another issue first. The priority is checking if the 13700 model is supported on the board bios before proceeding with any troubleshooting. If you have a PC shop or someone with a 12th generation CPU, you might try that path to update the bios.

Someone will review it tomorrow to find out if there are any 12th generation members available for borrowing, and if not, I’ll go to a store. I’ll let you know the next day.

You're having trouble removing the heatsink from your 12th-gen CPU. You've tried a few methods—dental floss, a blow dryer, and twisting—but nothing seems to work. It might help to check if you're applying enough pressure or using the right tools. If you're still stuck, consider consulting the CPU manual or reaching out to the manufacturer for specific removal instructions.

According to the information, there’s a retention bracket securing the heatsink in place. You should be able to remove it easily. Make sure you’ve checked all the screws and confirmed they’re fully undone before proceeding.
