I've just completed assembling my PC and got an RGB hub for my two RGB fans—Corsair ML 120s. The hub itself isn't Corsair. When I connect them to the main hub, only one fan light turns on, flashing and emitting a faint beep. It could be a problem with the hub, but I'm not sure. Any advice?

Mixing RBG fans and different Hubs is usually not a good idea as connector pinout might be different. You might end up killing the fans or the hub. We need more info about the hub you have.
