A 6700k chip has 8 logical cores, with 4 physical and each counted as 2 due to hyperthreading, meaning 60% utilization could mean full load on one core and 50% on the rest. To monitor this accurately, tools like Process Explorer are useful—they let you see per-thread CPU activity in process details. If a game thread reaches 100% of its logical core share, you're hitting the CPU bottleneck.

Absolutely, because CPUs have multiple cores, overall usage doesn't really matter unless it's 100% utilization.
