I recently installed my new system after selling my previous one.
Specifications:
Ryzen 5 2600 OC'd to 3.9ghz
240mm Coolermaster All in one liquid cooler
16gb of G.Skil Trident Z DDR4 at 3000Mhz
Asus Dual GTX 1070
I frequently experience low frame rates in all my games, especially Rainbow 6 siege. I watched a YouTube video comparing a Ryzen 5 1600 and a 1070, which averaged around 160FPS, while with a second-gen Ryzen 5 2600 I’m only getting about 70FPS.
All drivers are current.
I’ve attempted to overclock the GPU with minimal improvement.
The HDMI is connected directly to the GPU.
It receives full power from the PSU.
I’ve adjusted the game’s priority to real-time without any changes.
Updated NVidia drivers.
I’m completely unsure what to do next.

What resolution are you using, and confirm that your frame rate isn't limited to 70.

It seems like a GPU driver issue. Check the drivers and install the newest WHQL driver.

According to @YoFavRussian, the game settings for your games should be adjusted to limit their frame rate at 70. Your resolution plays a significant role in determining your FPS.
