For those who might encounter this thread later, it seems to involve AMD GPUs and a mod named FoamFix. It addresses:
# Disables texture animations. [default: false]
B:disableTextureAnimations=true
resolves the problem.

Have you experimented with fullscreen mode? I own a powerful machine and was surprised when Minecraft only ran at 25 FPS previously, but that improved in fullscreen. Restarting the PC seemed to resolve the problem. Also, have you considered switching to a different modpack or reducing the number of mods? The game can become quite demanding with many mods, and I’m not very familiar with Java coding, though a conflict could be possible.

What if you enter Optifine and turn off animated terrain? It might affect your FPS a bit too.
I haven’t heard any mention of Minecraft not being compatible with AMD GPUs before.

I purchased a 1070, replaced the rx 560, and set up a new instance without any problems. I don’t know why it was rejecting my amd card. The only clue came from a Reddit thread where several users mentioned their cards were amd and that disabling a certain setting let them play.

I found it curious why Minecraft doesn't work well with AMD cards. I've played smoothly on my Radeon HD 7950, maintaining the same 80 FPS as with my GTX 780.

I'm in a modpack with friends named "SpaceCraft (GalatiCraft)" and when I started, my FPS was around 1-3. I turned off FoamFix, changed the config to disable texture animation, and it helped a bit. But now I'm wondering how to improve without turning off the texture animations completely.
My graphics card is a Radeon RX 570 Series and I've updated the drivers.
