I own a computer I assembled for use as a Plex server. To test its capabilities, I added a GPU and started playing Minecraft; it was only running at 5 frames per second. I wondered if the card simply wasn’t suited for it, so I tried Skyrim and it worked well at high settings. I’ve searched online but haven’t found any useful information.
Minecraft (the original Java edition, not the Bedrock C++ version) generally struggles with multithreading. Mods often exacerbate this issue. Still, it's usually not that severe. There might be some activity causing the lag—try using the shortcut that displays time usage per frame, likely shift + F3. Check if performance remains consistent without loading 300 mods.

I thought the same, but after some research I noticed others could play it without that poor FPS. I restarted because I haven't done that since updating the graphics drivers, as people were watching movies from my server. Hopefully that helps. We'll find out.
It might stem from the peculiarities of multi-CPU setups where Windows assigns Java memory managed by another CPU. Extremely improbable, yet possible.
It's likely a long shot, but if you have JRE you might consider swapping it for JDK. It's one of those traditional methods that can really assist Java Minecraft.
