It's hard to pinpoint the problem since your setup isn't ideal, but it shouldn't be this low on FPS.

you'll need to increase ram for mods. i suggest stopping all other processes and dedicating around 8gb. additionally, i notice 1.16 tends to run slower than previous versions. you might also lower the in-game resolution. also, monitor your fps in singleplayer mode. i use a 3600 + 1080ti setup and only manage about 100 fps on servers with plugins. in vanilla singleplayer, i get roughly 400 fps.

Yes. I'm testing mods with Forge 1.16.4-35.1.4
Attempting to connect to a friend's server so I can only access the available mods.

I believe I solved the problem. With Mipmap levels set to 4, changing them to 0 made a huge difference in my FPS on singleplayer, reaching around 60. However, once I joined the server, it dropped significantly to about 30, averaging 22.

Consider using a lower resolution for the window version, such as 640x720.
