I noticed quite a bit of information here. I’ll test each step you suggested.
I remember experiencing some annoying stutters in the Oblivion Remaster and FF7 Remake, though those games aren’t known for being well-optimized. I can reinstall them and see if the issue persists.
I also play a lot of OW2, and I usually don’t notice any stutters there. LoL is even less affected—I only see occasional small problems with sound.
When it comes to stutters, I recently had a really bothersome one in FFXIV, which never happened on my old i7 13700k system.
I’m going to try that method: disconnecting USB devices, using just one monitor, turning off all sync options, and performing a clean boot. Before that, I’ll remove all sound drivers via DDU.
Technically, I have a 970 Evo installed on my D:\ drive, but I disabled it so the GPU can run at x16 instead of x8. Does that make a noticeable difference?
I just completed two Loops of HeavenBenchmark and observed some minor microstutters. Not sure if this is typical.
I've attempted the following steps:
- Clean Boot
- Installing the game on a D:\
- Disconnecting every USB except mouse and keyboard
- MemTest86 (Pass)
- Disconnecting 2nd Monitor
Unfortunately, it didn't help.
I observed something when installing the second CPU. If the PC is lying horizontally on my table, it won't boot. Error code 00 Asus. Once I flip it upright like a normal PC, it boots up.
I would examine each cable connection coming from and going to the PSU, ensuring they are securely fastened. The same applies to the front I/O, reseat the graphics card, reinstall the RAM, and possibly reinstall the CPU, taking a close look at the pins before reinserting them. A PC should function properly whether it is placed vertically or horizontally. I would also check for any loose cables or screws inside the case. Before touching anything, flip the switch on the PSU.
We have eliminated software and driver problems as potential causes of the stutters. If the issue isn’t due to a hardware problem related to the PC’s orientation, it might stem from a driver bug. I would conduct all tests starting from a clean boot as the standard procedure.

Checked all the cables, nothing seems loose.
Could it be the motherboard screws are too tight? That might make it bend when lying flat, causing microstutters and preventing a boot?
I question if it's due to the screws being overly tight, or if a loose mounting point could be causing the issue. Might there be an unexpected contact between the motherboard and the board itself?
Unfortunately that wasn't the main problem. Still worth giving it a shot.
I experience this problem when launching a launcher for the first time after booting up. It causes my whole PC to freeze for about 10 seconds. I checked latencymon during the process and saw the same issue:

It seems unrelated to my stutters, but I did notice it.
Next weekend I plan to try a fresh installation on a new NVMe drive. If that doesn't resolve it, I'll switch to a different PSU since that's the only component I haven't replaced or tested yet.
