Microstuttering occurs every half second.

Hi, your brother's PC has been stuttering every half second. I checked the BIOS and GPU drivers, tested storage with various programs, ran a malware scan with Malwarebytes, and used 3DMark. Everything looks fine so far. Scanned RAM with MemTest86 too, and it seems okay. Currently, I'm running tests on the RAM with Memtest86, but so far nothing stands out as an issue.

Any suggestions on what else to verify or potential problems?

Hey there,
Did you refresh the bios and ensure the CMOS was cleared? If not, please do so and retest.
Are there any games running from the HDD? I don't see the system utilizing much of a page, swap, or virtual file.

You can also employ DDU to remove the GPU driver and then perform a new installation from the driver. This might assist.

Yeah, sorry too. MOBO: ASUS TUF B450-PRO GAMING will try using DDU.
Edit: The main problem was likely the BIOS—though I thought I had updated it correctly, but after redoing it everything works fine now, really appreciate it.
