Looking at the product details, it explains that Windows 10 OEM is a complete version and not an upgrade. Microsoft doesn’t support it, so you need the full package for official support. The "retail" option is meant for customers who want a complete license, not just the base version.

I suggest purchasing a used Windows key on eBay. The price of $150 seems high, but you might find a complete retail version for just a few dollars.

The OEM key is linked to the motherboard, meaning swapping it won't help. Retail can be connected to your account as well.

Usually, you shouldn't reach out to Microsoft for problems with devices from Dell, HP, Lenovo, etc. Purchasing an OEM key means Microsoft won't offer technical assistance. If you prefer not to contact Microsoft, opt for cheaper alternatives.
