Well.... I just unplugged my HDMI cord and re-plugged it and there is no more micro stuttering....
Could anyone explain how this is possible?
I feel stupid... but it doesn't make sense.

Within the NV Panel “Manage 3D Settings,” located towards the lower portion, find the option labeled “Threaded Optimization.” Change it to “Off” and apply the modification to observe the outcome. It’s anticipated that this adjustment will contribute to a more consistent frame rate. Please inform me…
Updated: The standard setting is “Auto”.

I hadn’t anticipated that the problem of microstuttering stemmed from my HDMI cable; I initially suspected a hardware or driver malfunction. @vacavlier, the adjustments you recommended within the graphics options have significantly boosted my frame rate. Previously, I experienced significant FPS fluctuations in *Fallout 4*, sometimes dropping as low as 50 frames per second during intense scenes, but now I consistently maintain above 60fps across all Ultra settings, including ray tracing, even during large-scale combat… Thank you.

Multi-Display: Singular (except when utilizing multiple displays)
Power Management Mode: Prioritize Maximum Performance
Preferred Refresh Rate: Highest Available

Occasionally, these configurations default to lower options that can negatively impact GPU performance. This recommendation isn't a definitive solution, but it’s worth investigating.

I experienced problems with my own single GTX 970 (at the time), similar to yours, characterized by low frame rates and resolved them using the settings outlined above.

I then ran tests with Alien Isolation, Bioshock Infinite (and utilized the AVG benchmarking software at maximum 140fps settings), all of which exhibited approximately two stutters per second. Notably, I experienced no significant drop in frame rates. My computer is about five months old and maintains acceptable temperatures.

My specifications are: CPU - Intel i5-4460; Video Card – Asus Strix GTX 970; Motherboard – Asus Sabertooth Z87; Memory – 8GB HyperX DDR3; Storage – Samsung 850 Evo 250GB SSD / WD Blue 1TB Desktop HDD; Windows 10.

This also completely resolved my problem.
I connected my DisplayPort cable to a different port and the minor hesitation is now absent.
I attempted numerous solutions, including modifying fan velocities, overclocking and undervolting, and altering in-game configurations.
