Yesterday, I experienced no problems while playing Fallout 4. Today, upon booting my computer and launching the game, I immediately observed microstuttering during character movement using the WASD keys. I searched online for solutions to this stuttering issue, but none of them were successful.
I then ran a diagnostic test with Alien Isolation, Bioshock Infinite (and utilized benchmarking software AVG: achieving 140 frames per second on maximum settings), all of which exhibited similar microstuttering – approximately two stutters per second. Notably, I didn't encounter any significant frame rate drops. My computer is about five months old and the temperatures are within acceptable limits.

Ensure the NV panel “Manage 3D Settings (Global)” are configured as follows if not already:
Multi-Display: Single (except when multiple displays are in use)
Power Management Mode: Prioritize Maximum Performance
Preferred Refresh Rate: Highest Available
Occasionally, these configurations revert to lower options that can impact GPU efficiency… This recommendation isn’t a definitive solution, but it's worth investigating.
I experienced problems with my own single GTX 970 (at the time), similar to yours, characterized by reduced frame rates and addressed these settings as described previously, resulting in an immediate resolution.

Despite attempting these configurations (without a specified preferred refresh rate), I’m still experiencing minor jerky movements. However, it appears this adjustment somewhat improved overall performance.
I plan to update my graphics card drivers and install them again.

It seems possible that the games you’re playing are exceeding the 3.5 GB of VRAM, potentially leading to minor stutters—though this isn't always the case. These titles can be resource-intensive when graphics are set high, particularly with certain monitor resolutions. I recommend reducing some of the detailed settings slightly and observing the impact. Furthermore, what resolution is your display? Is your 970 overclocked? If so, consider lowering its clock speeds and evaluating the outcome.
The game runs at 1080p resolution without overclocking my graphics card. Reducing the in-game settings didn’t resolve the hitching, although I consistently maintain a steady 60 frames per second, and I've attempted to turn off vertical synchronization. I need to play in windowed borderless mode and at a reduced display size, and while the stuttering persists, it’s quite subtle.
There have been reports circulating on the internet concerning solid-state drives (SSD) and hard disk drives (HDD) contributing to minor stuttering issues, however this appears to be uncommon. What is the age of your graphics card? I’m inquiring because a return or replacement might be necessary.
