Hello, I have been dealing with micro stutters since I bought this pc(1 Year). I tried reseting drivers, bios settings, windows settings, formatting but none helped. I saw my cpu temp was over 70 in games so I bought cooler and ram upgrade, did not help at all. Temps are all fine below 60. I tried cpu gpu and ram benchmarks and all working as intended. I have another monitor and it has the same issues and more.
Yesterday when I tried to format again my only harddisk has died.
The thing that I have in mind is coult it be PSU? It came with the case and its probably a cheap no quality psu. Some weird fan sound comes from the case maybe it could come from the psu and its failing.I have no friends in this city that can change the hardwares and no trustable tech guy. I would realy appreciate any help. I will leave some stuff down.
Gpu clock speed and power is always spiking up and down to 1500mhz to 700 and doesnt get more than 150w. Maybe its normal?

MOBO:
PRIME H610M-K D4 (bios version is 3601)
GPU:
TUF-RX6800-O16G-GAMING
CPU:
Intel Core i5 12400F / AK400 Digital cooler
RAM:
GSKILL 32GB (2x16GB) Ripjaws V
Case/PSU:
Cooler Master CMP510 Mesh ARGB TG 650W 80+ Bronze
SSD:
SAMSUNG 500GB 970 EVO Plus / TOSHİBA TR 200
Temps are all under 70 so probably not a thermal throttle
Problems:
1-
Stuttering in games and even in youtube videos
2- Very rarely in games startup menu pops up for 1 second and goes away
3-
When in sleep mode monitor goes white for 1 second every 30 seconds
4-
When I enable freesync on my monitor on top of my screen goes white every 5 seconds
5- On my cheap monitor(60hz) In demanding games screen flickers like helicopter blades(dont know how to explain in english)
6- On desktop, even if I do nothing, it looks like its refreshing itself randomly
What I have tried so far:
-
Reinstalling windows, drivers, chipsets
-Trying another monitor
-Bios update
-Xmp in bios
-Upgrading ram, cpu cooler

Also, the 650W rating is the advertised power consumption, while 80+ Bronze indicates the efficiency rating. Could you tell me the brand and model of your PSU?
