I continue experiencing small stutters across all games.
This issue appears in FPS and MMO titles, such as:

Using GPU-Z to initiate a temporary scan while gaming, allowing problems to occur briefly, then reviewing the temp logs afterward. Checking for correlations. Also considering running benchmarks to identify the cause. What type of monitor are you employing?

I'm checking the predator xb271hu and temperatures are fluctuating between 72 and 80 degrees even during gameplay.

These temperatures aren't bad for gaming at all. Have you attempted to remove and reinstall all drivers, both new and existing? It might also help to check a related post: Question - Micro-stuttering problems after upgrading the graphics card and monitor? Hello everyone, I recently upgraded my PC by swapping out my old GTX 970 graphics card for a new GeForce RTX 3070 Ti and replacing my Full HD monitor with a new 2K model that has a 144Hz refresh rate. Although performance improved noticeably, I've started to experience bothersome micro stuttering... forums.

These temperatures aren't bad for gaming at all. Have you attempted to remove and reinstall all drivers, both new and existing? Your DRAM is operating around 2400, which likely won't improve performance much.
It's unclear whether this issue occurs during offline games or when using 3dmark.
During 3dmark tests, CPU clock speeds fluctuated significantly. While I haven't examined many AMD clock graphs with 3dmark, Intel CPUs maintained stable clocks. This might not be the main cause, but it could indicate a BIOS configuration issue.
Before proceeding, consider running LatencyMon to check for specific problems. Also, assess your storage setup—do you have sufficient free space on any SSDs, and are games installed on an HDD?
If no major concerns arise and storage appears adequate, reset the BIOS to defaults, enable XMP/EXPO for memory, and retest.

It occurs during all games, both offline and online.
The storage uses an SDD with ample capacity. On a 1 TB drive.
