So nearly everything on my PC is brand new, with the exception of the power supply unit.
Specifications:
Motherboard: B450M- A Pro Max
CPU: Ryzen 5 2600x
CPU Cooler: Stock cooler
GPU: Nvidia GTX 1660Ti Ventus XS OC Edition
RAM: Corsair Vengenance LPX DDR4 2x8 GB 3200Mhz
SSD 1: Gigabyte GP-GSM2NE3100TNTD
SSD 2: Samsung 830 Series
PSU: From a previous PC (1000 watts)
Operating System: Windows 10 Pro version 2004, installed on M.2 SSD plus games
Temperatures remain excellent, around 35-50°C on both CPU and GPU
I haven’t overclocked anything and everything is running at stock settings
I play a lot of GTA 5 and I don’t notice any micro stutter, though I replayed Minecraft because of streamers and it microstutters severely

Issues occur at approximately 8 seconds and 33 seconds
I have two monitors – the main one runs at 144Hz and the second at 60Hz if that’s useful
I’ve experimented with adjusting settings in the NVIDIA control panel, but it didn’t resolve the problem
I attempted to enable or disable G Sync and it didn’t help
I reinstalled Windows, games, and changed disks during the installation
Updated all motherboard and GPU drivers along with BIOS
I’m unsure what else I should try; if you have any advice on how to fix this bothersome issue, please let me know!

Give more memory to Minecraft since it prefers RAM. (Suggest 2-4GBs)
If this doesn’t improve performance or smooth your gameplay, consider updating Java to 64 Bit and installing the latest version.
Install Optifine for the Minecraft version you’re using or planning to use. It’s a mod/java tool that enhances optimization, boosts FPS, and improves visuals.
I tried to assist you. I’ve spent about 4000 hours on Minecraft and have faced similar problems.

I recently attempted to install Java 64 but it didn't work. I already have OptiFine installed, and I've allocated 6GB for the game, so it shouldn't be an issue.
