I plan to include this, since you've handled clean Windows installs before—I suspect this might be the cause. In the past, running both Epic and GOG launchers simultaneously caused mouse and keyboard problems. My workaround was disabling them to prevent Windows from booting. Though I don't think it's your problem, I wanted to mention it.
Could there be environmental factors influencing the setup? Things like microwave, fluorescent lights, AC on the same circuit, fridge on the same circuit, or even a lava lamp?
You mentioned changing your mouse models over time but keeping the keyboard the same. At this stage, I'd try alternatives while Windows is active—like using a plug-in keyboard and checking if the mouse still behaves.
Have you ever taken out the PC case to see if it makes a difference? Like dismantling parts from a table.
If I haven't, have you tried using a spare power supply? Not necessarily to buy one, just to test if it helps.
Also, one thing I often forget is your mouse pad. Old or dirty pads can be ignored, but switching to a new one might actually help.
