i was considering the hard drive, but loading an OS from a usb gave me the same results, so i think that rules it out. i haven’t changed the keyboards, but i noticed it would stutter when they were disconnected. i’ve tried various mice too, and adjusted the polling rate which helped for one person in a random discussion thread i came across. it didn’t really help.
i keep using discord open in a tab most of the time, but i’ve only run these tests on the game itself and still get the same issue. i really dislike overlays, so turning them off with each driver update is the first step. hardware acceleration doesn’t seem to matter whether it’s on or off.
i found someone mentioning similar problems with my processor and a comparable nvidia card, and the only solution for them was upgrading the processor. i’m hoping that’s the case too, but honestly i’m a bit worried about my expectations.

Clean boot: Just to confirm, have you tried starting with a clean boot? That means launching without any third-party programs. If upgrades appear, it suggests your computer might be overloaded. You’d need to turn off services you don’t need running in the background.
CPU bottleneck: And yes... I’m worried this might be our final explanation. Your power supply is sufficient, your RAM speed seems fine, but your CPU could be limiting the GPU performance (which also causes frame drops). Why? Not only is your system functioning well, but I suspect the CPU is the main culprit. From what I’ve seen online, your GPU struggles when paired with a Ryzen 5 2600X during demanding games. I’d like to know if you noticed any improvements with your newer Ryzen 5 5950, which is quite powerful.
That’s all I have to say about your issue so far. I hope you resolve it soon...

my concerns are unrelated to your situation personally. I value any effort you make in helping me resolve this, even if it doesn’t work. Please be aware that this computer is the biggest financial risk I’ve faced in my life—i’m currently on fixed income with minimal other income, and I’ve been struggling with this for years. The only source of joy in my life has been this one thing. Right now, I just want to play games quietly and avoid attention as things get worse. Maybe a bit disappointing, but I’ve spent my time and am tired of it all now.

about the clean boots, I even tried booting temp OS on a Hiren’s BootCD to wipe everything off and still got the same stutter when scrolling folders. I was using a USB drive, which likely removed the SATA drive too. The same issue showed up in safe mode.

the Ryzen 9 5900 seems like my last chance. However, I’m cautious about installing them because it doesn’t look like there’s any bottleneck. CPU usage is rarely above half, even on specific cores, and this isn’t just happening during heavy tasks (GPU or CPU), but even when the computer is completely idle with only Windows running and no third-party apps or unnecessary software.

i suspect I might be replacing the motherboard next, but even then the problem persists. The only solution would be to call in an expert because at that stage, I’d probably need an exorcist—unless the PSU is the only thing keeping things stable (which seems to be the case based on what I see). This whole situation doesn’t make sense. What I know about PCs suggests I shouldn’t be dealing with this, and that’s what most of the people who’ve looked into it have said.

the image shows a stability power test in occt, and the gfx card appears to be limited to 100w overall. it's a 350w card, which makes me confused. i haven't set any settings to throttle voltages, and everything seems to be using the default configuration. am i misinterpreting this? or is there a problem? could this be connected to the stutters i experience when the system isn't under load?

adrenaline software indicates the option isn't available, yet mentions it uses 256mB of RAM. A test currently requires 20m, so I'll reboot to check the BIOS settings linked to it.
Edit - my processor can't handle SAM; the new one I'm getting soon will. I'll try both versions to compare performance.
Edit 2 - the available BIOS options for that are auto and disabled.

Have you reset the CMOS after all those BIOS updates and rollbacks? If not, you should. Failing to clear CMOS (CLRTC) can cause the BIOS to behave unpredictably.

updated - CMOS cleared, but I saw the BIOS version remained at 64f, which is the latest I installed and makes me confused. also, I reinstalled Windows from a clean format again. same issue.

update. new processor and ram have arrived. I swapped the ram, but it still stutters. Then I swapped the processor, but it keeps stuttering. The only parts I haven’t replaced yet are the SSD, PSU, and motherboard. I booted from a USB drive and still had stutters, so I think the SSD is the issue. The problem is... I’m in financial trouble now. On a fixed income, I’ll take it slow before I can afford the next fix that won’t help. This is really frustrating. I hate this situation so much.
