However, I also undertake numerous activities that aren't particularly advisable either. Therefore, I’d like to propose a concept which may or may not be feasible. Please recognize that its effectiveness is uncertain, yet it's a potential approach to consider if desired.
I frequently employ mobile applications to execute programs regardless of whether I possess administrative privileges. Although I haven’t explored Steam as a portable application, I've developed many others using a tool called Cameyo.

Cameyo by Google is an internet-based Virtual App Delivery (VAD) system that brings your client applications to the web.

This software will monitor an installation process and then compile everything into a single executable file, allowing you to run programs from external storage. If successful, it could enable launching a Steam installation—and subsequently games—from an external drive, mimicking a local installation. The programs should then operate seamlessly from whatever computer they are connected to (provided the system meets the game’s hardware requirements!).
It's important to acknowledge that you'll still need to authenticate with your Steam account, own the games individually, and will only be permitted to run one instance at a time—identical to a standard Steam installation. Consequently, distributing this method to others for collaborative gaming isn't practical nor intended.
To ensure a clean environment, I often use virtual machines for this process. Alternatively, you can begin without any existing Steam installations on a different computer. Cameyo is self-contained and doesn’t require installation; simply run the executable and initiate a capture of an installation. (I believe that's how it’s described.)
