It seems like a Windows setting is limiting your RAM usage, but it’s not a hardware issue. Both RAM sticks function separately, and I’ve checked the boot options.

IGPUs and APUs allocate memory for the GPU. Occasionally Intel processors can reserve it even when you're not utilizing the GPU on the CPU.

I don’t recall hearing about a 2300x before the lowest I assumed Ryzen+ reached was 2400x. The x series models aren’t meant to include APUs, and the ones with APUs are usually labeled differently. I doubt a 570 can handle 1080 at 144hz under most conditions—even the 580 models aren’t that capable. Something seems off here.

You can't just click through menus to fix things. The BIOS also checks if you want to keep your settings when you shut down. My equipment is outdated, so I can't help much.
