The power cap will vary based on the kind of load placed on the GPU. Various games and benchmark tests will stress the GPU differently—this is frequently observed with my 2080Ti. It's typical to notice this when comparing Furmark versus, for example, Unigine Heaven, where Furmark tends to cap the GPU clock speed more than Unigine would. This behavior mirrors how Intel CPUs struggle to maintain full clock speeds while handling intensive AVX instruction sets.
